TOURNAMENT RULES & PROCEDURES

1. FIELDS: The following fields will be used for the tournament. Jefferson Elementary, North Medford High School, Fitchner Mainwaring Park, US Cellular Sports Park, Kennedy Elem., Abe Lincoln Elem.

2. CREDENTIALS CHECK: Bring 5 copies of your Club or State Roster along with either your USYSA player passes or US Club Soccer Passes and your copy of your State Association Travel Papers for USYSA teams from outside Oregon will be verified by the Tournament Staff. US CLub teams do not need travel papers. Player Passes will be verified at check-in, at the Abe Lincoln Elem. School.(See Map) Friday May 23, 2008 from 7:00-10:00 . The Referees may check Player passes prior to each game. Teams failing to produce required credentials can be disqualified from participation in the tournament without refund of any portion of their fees.

3. GAME BALL: Game balls are provided by the Tournament, and shall be returned to the Center Referee at the completion of the game.

A. U-10, U-11, U-12 #4 ball      B. U-13, U-14, U-15, U-16, U-17, U-19, #5 ball

4. LENGTH OF GAMES: Only the Tournament Director(s) or a Field Marshal may alter the length of any games. Referees cannot alter the length of a game without the Field Marshal or TD's permission.

A. Preliminary Rounds (Saturday and Sunday games.) Games will be two 30 minute halves in the U-10, U-11, U-12, U-13, U-14, U-15, U-16, U-17, U-19 divisions for boys and girls. There shall be a five-minute break at half time. Games tied at the end of regulation time will stand as ties, except for the finals on Monday.

B. Championships (Mondays Finals) Tie Breaking Procedures.

If a tie exists at the end of regulation play, then after a five-minute rest period, teams will play an overtime period consisting of two 15-minute periods with a five-minute half time (no sudden death). If the game is tied at the end of the 30-minute overtime period, both teams will take penalty kicks as described by FIFA until a winner is determined. Only the eleven players from each team on the field at the end of the overtime periods may participate.

5. PROTESTS: All games will be considered final. NO PROTESTS WILL BE ACCEPTED.

6. ROGUE VALLEY CUP SCORING METHOD AND TIE BREAKER(S):

Teams earn points based upon the results of the preliminary matches played on Saturday and Sunday.

Points will be awarded as follows

WIN = 3 POINTS (including forfeit) TIE = 1 POINT LOSS = 0 POINT

(*A team shall be awarded a forfeit win when its opponent does not play or is declared ineligible)

This procedure will allow a team to receive a maximum of three points per game or a total maximum of 12 points earned from the team's four games on Saturday and Sunday. In the event two or more teams are tied in the standings, their placement shall be determined according to the following criteria applied in the sequence given:

1) If applicable, Results of head to head competition. This criterion shall be used when all teams that are tied have played one another. (If teams A, B, C, and D are tied, but then team C played team D and lost in head to head competition, then only A, B, and C remain tied.)

2) The cumulative difference between goals scored and goals allowed with a maximum difference of four goals per game. For a team with forfeit win(s), goals scored shall be 4, and goals allowed shall be 0.

3) Fewest goals allowed.

4) If teams are still tied, the team designations shall be determined by a coin flip, by the Tournament Director's Michael Dunn, Ron Zielke.

In a ten, eleven, or twelve team bracket the winner of bracket "A" will play the winner of bracket "B" for first and second place awards on Monday. The second place finisher of bracket "A" will play the second place finisher of bracket "B" for third and fourth place awards on Monday. A team shall be awarded a forfeit win when its opponent does not play or is declared ineligible. If both teams forfeit, or the game is abandoned by the referee, then no points will be awarded for the game.

ONE TOURNAMENT POINT WILL IS DEDUCTED FROM THE TEAM'S TOTAL FOR EACH RED CARD (EJECTION) ISSUED TO THE TEAM DURING THE TOURNAMENT.

7. GAME START: All games will start at the scheduled time. A coach from the home team will report to the Field Marshal table at your field 15 minutes prior to the scheduled start time to give the referee or Field Marshal your Player Cards and a Stamped Roster, before the start of the game. ( Home team is the team listed first on the schedule.)

A. Minimum number of players to start: A team must have 7 players on the field to start the game.

B. No equipment shall be worn that is dangerous to another player, as determined by the referee.

C. Shin guards, covered by socks, are mandatory in all OYSA sanctioned games. Players not wearing shin guards will not be allowed to play!

D. No jewelry is permitted!! Tapping of jewelry is not permitted!!

E. Medical ID Bracelet & necklace are permitted if taped to the body!

F. Players with arm casts are allowed if they are wrapped foam or bubble wrap and ace bandage. They must be presented to the referee before the start of the game for inspection.

 

8. TEAM AND FAN AREAS: Fan areas will be established on the opposite side of the field from the teams. Team areas extend 10 yards on each side of the halfway line. The Team area is two yards back from the touchline. Coaches may roam from their 18-yard line to the 50 - yard line only . All coaches must remain on the same side of the field as their team. Coaching is permitted by only one person who has identified themselves as a speaking coach to the referee prior to the start of the game at equipment check in with the referees. All coaches, asst. coaches, and team mangers must have a current, valid, laminated, pictured, state association game card or US Club Pass that has been stickered at check in Friday night to be eligible to be on the players sidelines during games. The maximum number of coaches, asst. coaches, & team mangers allowed on the player's sidelines during a game is 4.

9. SPORTSMANSHIP:
Good sportsmanship will prevail at all times. Coaches are responsible for the conduct of their players, parents and spectators!!!!!!!!!!!!

10. SIDELINE BEHAVIOR:
A coach may not enter the field of play except upon the referee's signal. Coaches, players, parents and spectators shall not harangue or attempt to distract players, lines man or center referees. Infraction of these rules will result in a caution, followed by ejection and appropriate disciplinary action as determined by the Tournament President (Michael Dunn or Ron Zielke). No coach is to make derogatory remarks or gestures to the referee, players or spectators. Spectators are expected not to coach.

11. ALCOHOLIC BEVERAGES, GLASS CONTAINERS, AND SMOKING ARE PROHIBITED ON ALL FIELDS. NO EXCEPTION!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

11-A. NO PETS OF ANY KIND ARE ALLOWED AT OR IN THE US CELLULAR SPORTS PARK!!

12. EJECTION:
Players who are ejected from a game on a RED CARD will automatically be suspended from the Team's next game. ALL RED CARD ejection's will be reviewed by the Tournament President & Tournament Directors (Michael Dunn, and Ron Zielke) and may result in a more severe penalty. Fighting by players, violent conduct and harassment of Referees by coaches, parents and spectators will be considered serious misconduct . Each Red Card ejection will result in a one-point deduction from the Team's tournament points . Fighting by a player(s) may result in ejection from the tournament. Fighting by 3 or more players will halt the game until, (A) Tournament President (Michael Dunn) or Referee Director (Jeanne Turner) arrive on site and either allow a restart or abandon the game!

13. JERSEY COLOR CONFLICTS:
In the event of a conflict in jersey colors, the home team will effect a color change. Goalkeepers must wear a color clearly distinguishing them from all other players and the referees.

14. GAME ROSTER &CARDS: Field Marshals or the Referee will collect the official stamped roster and player cards/passes prior to the start of the game. The Referee will keep the team rosters and player cards/passes at the referee table at their field The winning coach must sign the ref game card and verify the score with the center referee after each game!

15. SUBSTITUTIONS:
UNLIMITED SUBSTITUTIONS MAY BE MADE, WITH THE CONSENT OF THE REFEREE, ON ANY DEAD BALL. PLAYERS MUST BE READY & PRESENTAT THE HALF LINE BEFORE YOU REQUEST A SUBSTITUTION! PLAYERS MAY ONLY ENTER AT THE HALF LINE. Substitutions for a cautioned (Yellow Card) player are required.

16. AWARDS: The first, second, third and fourth place boys and girls teams will receive an individual medals. Teams shall pick up their awards at their venue at the conclusion of their game Monday. Teams in a five team bracket that share the same field Saturday and Sunday with another five team bracket i.e. U-15 Girls and U-17 Girls, will not play for 3rd and 4th on Monday. They will be awarded their medals according to their tournament points. Teams in in a 6-10 team bracket will play for 1st, 2nd, 3rd, 4th, on Monday.

AWARDS FOR 1ST, 2ND, 3RD, AND 4TH PLACE MAY ONLY BE PICKED UP BY THE COACHES AND PLAYERS AND NOT A REPRESENTATIVE OF THE TEAM. IF THE MAJORITY OF THE TEAM ALONG WITH THEIR COACHING STAFF CAN NOT OR WILL NOT PICK UP THEIR AWARDS AT THEIR SITE, WHICH ONLY TAKES 5-15 MINS. MAX. THE TOURNAMENT CONSIDERS A"TEAM" NOT SHOWING TO RECEIVE THEIR AWARDS, AND SENDING ONLY A REPRESENTATIVE TO PICK UP THEIR AWARDS AN ACT OF POOR SPORTSMANSHIP, AND THE AWARDS WILL NOT BE AWARDED TO THAT TEAM!!!!!!!!!!!!!!

17. HOME TEAM:
The team listed first on the schedule is the home team for that game.

18. TOURNAMENT HEADQUARTERS: North Medford High School .

19. OTHER MATTERS NOT DESCRIBED IN THESE RULES: The Tournament President (Michael Dunn), or Tournament Director (Ron Zielke) will make all other determinations, which are final.

20. NO LITTERING:
Please respect the fields made available to the Tournament and be considerate of the fields and their owners. We would ask that at the conclusion of your game, all garbage generated by your team be collected and be disposed of in a trash receptacle on site.

21. PLAYER SAFETY: In the interest of everyone's safety, please observe the following, no player may play if they are bleeding or there is blood on their uniform. The referee will immediately substitute the player. The uniform must be changed. The player may not return to the game until the bleeding is stopped and the wound is covered. Players with arm casts may play if the entire cast is covered with a foam padding or bubble wrap and then wrapped with an ace bandage, and then presented to the center referee for inspection before the start of the game. The Field Marshal's booth will have Complementary Blood Splash Kits available.

If you need further assistance, go to your field marshal booth and they can phone for a:

a.  There will be a Sports Injury Trainer/Booth at all three Venues (North Medford High, F.M.P., and Medford Sports Park.

b.  There will be Ambulance or EMT vehicle at or on stand by for all three venues.

22. PLAYERS CARDS: Referees will take the game cards at the beginning of game time and place them on the referee table for the course of the game in case it becomes necessary to pull a player card because of a yellow -red, or a red card during the course of the game.It is not necessary to check the cards since they were checked at check in and tagged. Just check that all cards have their colored sticker on the back and same color sticker as the rest in the pack. Always do equipment check and call for captains and get the game started on time please!
